In recent years, Tashkent State University of Law (TSUL) has emerged as one of the leading institutions in Central Asia, playing a pivotal role in modernizing legal education and strengthening the rule of law in Uzbekistan.
The university’s strategic vision focuses on academic excellence, international cooperation, and the integration of innovative teaching methodologies.
Academic Excellence and Modern Curriculum
TSUL has significantly reformed its academic programs in line with international standards. The curriculum incorporates interdisciplinary approaches, combining traditional legal studies with fields such as digital law, financial law, and international arbitration. Courses are increasingly delivered in English, enabling students to access global legal knowledge and compete in the international arena.The university also promotes practice-oriented learning through moot courts, legal clinics, and case-based teaching methods. This ensures that graduates are not only theoretically competent but also practically skilled and adaptable to modern legal challenges.
International Cooperation and Partnerships
A key achievement of TSUL is its expanding network of international partnerships. The university actively collaborates with leading institutions in Europe, Asia, and North America, facilitating student and faculty exchanges, joint research projects, and dual degree programs.As part of its commitment to global engagement, TSUL, in cooperation with the European Institute of Saarland University, organized a Spring School titled “Understanding International Trade — Regulatory Framework, Uzbekistan’s Accession to the WTO, and Global Trends in Protectionism.” The program brought together doctoral and master’s students, providing them with valuable insights into contemporary international trade law and policy.
The university also maintains strong ties with European academic institutions. A delegation led by Professor Dr. Zoltan J. Toth, Dean of the Faculty of Political Science and Law at KároliGáspár University of the Reformed Church in Hungary, visited TSUL to explore opportunities for deeper collaboration. The meeting was attended by JózsefRózsa, Ambassador Extraordinary and Plenipotentiary of Hungary to Uzbekistan, along with representatives of the Ministry of Justice of Uzbekistan and TSUL leadership. Discussions focused on expanding academic exchange, joint educational programs, and research cooperation.
Beyond Europe, TSUL is actively strengthening its presence in Asia. Faculty members and students participate in international internships in China, aimed at enhancing practical legal skills and understanding global legal practices. During these programs, TSUL representatives engaged with Duan & Duan Law Firm, where discussions addressed the development of business and investment law in Uzbekistan. The parties reached agreements on strengthening cooperation, improving practice-oriented education, and implementing joint initiatives.These initiatives demonstrate TSUL’s commitment to building a dynamic international academic environment and preparing legal professionals capable of operating in a globalized world.
As part of its commitment to enhancing international academic engagement, Tashkent State University of Law regularly hosts guest lectures and masterclasses delivered by foreign legal experts. One such initiative took place on 20 April 2026, when Maltese lawyer Av. Matthias Callus Gatt LL.B. (Hons.) M. Adv. (Melit.) delivered an online masterclass for approximately 250 students at TSUL, following an invitation from lecturer and legal practitioner Shokhboz Murodullaev.                                       
The session, organized for students of the Faculty of Business Law and Judicial Protection, focused on European administrative law and the practical functioning of hybrid legal systems, with particular emphasis on Malta’s legal framework. During the lecture, participants explored key aspects of administrative structures within the European Union, as well as the interaction between civil law and common law traditions in Malta. This masterclass forms part of TSUL’s broader efforts to strengthen international cooperation and provide students with access to comparative legal perspectives. Such initiatives not only enrich students’ academic experience but also contribute to the development of practical legal skills and a deeper understanding of global legal systems.
Research and Innovation
Research is a cornerstone of TSUL’s development strategy. The university actively supports faculty and student research through grants, academic publications, and participation in international forums. Particular attention is given to аctual legal issues such as administrative reforms, digital transformation of law, and the protection of human rights.TSUL’s academic journals and research centers are increasingly gaining recognition within the international academic community.

TSUL has implemented advanced digital solutions to enhance the educational process. Online learning platforms, electronic libraries, and virtual classrooms provide accessibility and flexibility for students and faculty alike.The university’s modern infrastructure, including moot courtrooms, innovation hubs, and research centers, creates a dynamic and supportive environment for academic and professional development.
