Uzbekistan’s Leading Law University Rises in Global Index

Tashkent State University of Law (TSUL) has recorded significant achievements in international rankings and student mobility, confirming its status as a rapidly advancing and globally competitive institution.

TSUL was ranked among the TOP-20 most innovative universities in the world according to The World University Rankings for Innovation (WURI). The university took 16th place in the category of Student Services and Engagement and 54th place in Prospective Leadership. Overall, TSUL secured 163rd place among the Global Top 400 Most Innovative Universities, rising 20 positions from the previous year.

At the national level, TSUL ranked 7th among Uzbekistan’s most open universities in the VOTUM Agency’s University Openness Index, reflecting strengthened institutional transparency and communication.

TSUL’s international partnerships continue to expand. This year, several leading universities — including Mikolas Romeris University (Lithuania), Maqsut Narikbayev University (Kazakhstan), and Adam Mickiewicz University (Poland) — announced new academic mobility programs and scholarship opportunities for TSUL students, further broadening access to global education.

TSUL students are also demonstrating notable success abroad. Mirjalol Nematov, a second-year student of the Faculty of Private Law currently studying at the University of Gdańsk under an academic mobility program, won 1st place in the National Erasmus Games of Poland in futsal. He will represent his university and Uzbekistan at the upcoming European Universities Championship in Italy.

In the 2025 edition of the UI GreenMetric World University Ranking, Tashkent State University of Law (TSUL) achieved a milestone - rising sharply to 181st place globally, thereby entering the top 200 of the world’s “green” universities. This remarkable jump represents an improvement of nearly 100 positions compared to its previous standing. With this result, TSUL ranks highest among Uzbek higher-education institutions in the 2025 list. This year’s competition was especially strong: around 1,745 institutions from 105 countries took part.

UI GreenMetric evaluates participating universities across six sustainability-focused dimensions: Setting and Infrastructure, Energy & Climate Change, Waste, Water, Transportation, and Education and Research.

By performing well across these criteria, TSUL has demonstrated a robust commitment to environmental responsibility, sustainable campus development, and integration of green principles into campus life and administration.

This achievement reflects not only TSUL’s internal efforts - improving infrastructure, energy efficiency, waste and water management, sustainable transport options, and embedding sustainability in education and research - but also signals a larger shift in Uzbek higher education toward global environmental standards. It sets a new benchmark for other universities in the country.

Being among the top 200 worldwide elevates TSUL’s global visibility and attractiveness to prospective partners, students, and collaborators interested in sustainability and “green campus” initiatives. It is a showcase of TSUL’s strategic vision - not only as a leading law university domestically but also as a forward-looking institution aligned with global environmental values.

TSUL’s leap in the 2025 UI GreenMetric ranking underscores its growing global footprint and reaffirms Uzbekistan’s progress toward sustainable higher education.

International Conference at TSUL Reviews Results of UNESCO’s 43rd General Conference–Tolib Rakhmonov, Lecturer of Civil law Department, Tashkent State University of Law.

Tashkent State University of Law (TSUL) organized an international academic conference dedicated to analyzing the key outcomes of UNESCO’s 43rd General Conference, which was held in Samarkand. The event gathered legal scholars, educators, policy experts, and representatives of higher education institutions from Uzbekistan and abroad, reflecting growing interest in UNESCO’s global agenda and its practical implementation at the national level.

During the conference, participants examined major resolutions and strategic priorities adopted at the UNESCO General Conference. Special attention was given to issues related to education development, protection of cultural heritage, promotion of human rights, and the regulation of emerging technologies. Speakers highlighted that hosting the UNESCO General Conference in Uzbekistan marked an important milestone for the country’s engagement in international educational and cultural cooperation.

Experts emphasized the role of legal institutions in adapting UNESCO principles to domestic legislation and policy frameworks. Discussions focused on how international standards can support ongoing reforms in Uzbekistan, particularly in the fields of legal education, digital transformation, and sustainable development. Several presentations addressed the need for stronger coordination between academic institutions, government bodies, and international organizations.

The participation of foreign scholars and partner universities demonstrated TSUL’s expanding international partnerships and its position as a platform for dialogue on global legal and educational challenges. The conference also encouraged interdisciplinary collaboration and knowledge exchange among researchers.

At the closing session, participants presented recommendations aimed at improving the implementation of UNESCO initiatives, strengthening international academic cooperation, and enhancing legal mechanisms that support innovation, inclusiveness, and ethical governance. These conclusions are expected to contribute to future research projects and policy discussions in Uzbekistan.
